"I thought since Luthor Corp now owns the D.E.O., National City could use its own collective. A headquarters to keep this city safe, to work outside of corporate and government oversight, whose interests might not always side with justice. [...] A place for my Superfriends to work, whenever they should need it."
J'onn J'onzz[src]

The Tower is the headquarters of the Superfriends.

Taking inspiration from the Hall of Justice established as a headquarters by Barry Allen, J'onn J'onzz repurposed a section of his building to act as a secret headquarters outside of governmental oversight, for the Superfriends.[1] J'onn also installed a function that would turn the Tower into a ship when needed.[2] When they dropped by his office, J'onn showed them the base and explained that it would become a base of operations for the Superfriends. The Tower also has a panel on a wall to "speed-dial" active heroes Supergirl, Batwoman, The Flash, Martian Manhunter, Dreamer, and Brainiac-5.[1] J'onn later added a button for Sentinel as well.[3]

Querl Dox came here and talked Supergirl into using Myriad to find the kidnapped users of Obsidian Platinum.

Later, M'gann M'orzz arrived at the Tower to help with the capture of an escaped sun-eater. [4]

The Tower was used by Dreamer as a safe place to sleep as she searched for clues on how to find Leviathan. Meanwhile, M'gann and J'onn conversed about their pasts and how they keep intersecting, causing them to have a moment, which was interrupted by Nia's snores.[5]

J'onn encouraged Alex Danvers as she mourned the disappearance of Supergirl into the Phantom Zone by giving her the code name "Sentinel" and placing her symbol on the speed-dial panel.[3]

Silas White was brought to the Tower to create a portal to free Kara from the Phantom Zone, but the attempt was unsuccessful; instead, phantoms entered the Tower, fought the Superfriends, and were expelled.[6]

Miss Martian was brought here to keep her from becoming a phantom after she was infected. Prime Phantom attacked the Superfriends but was repelled.[7]

The Superfriends used the Tower as a ship to travel the Phantom Zone and free Kara, in which they succeeded. On the way back to Earth, Nyxlygsptlnz hitched a ride on the Tower, unbeknownst to the passengers onboard.[2]

Features

The Tower is split into three main sections that can be accessed via the secret elevator that brings the Superfriends up from J'onn's office. The Tower likely contains other sections that are needed for a star ship to operate, but those were never shown from the inside. The three sections that were shown are the operations room/the bridge, a general purpose room, and the brig.
