Tom Scull was an A.R.G.U.S. agent of Earth-1. Since his name (and picture) was on an A.R.G.U.S. thumbdrive, he was likely a high-ranking member of the organization. It is unknown if he has a counterpart in Earth-Prime, or if he died with the destruction of Earth-1.
