"Looker" is a villainous meta-human responsible for turning the white citizens of South Freeland into the Sange, who possess superhuman strength and speed.
Before Looker came to South Freeland, she was one of the kids that received the original Vaccine - back in Freeland & thirty years ago, just like Jefferson Pierce; and like him, developed powers.[1] She presumably named herself after the fictional vampireLooker.
At some point thirty years before the events of Anaya and Deacon's forbidden relationship and twin daughters, Looker goes to South Freeland and finds the white population in shambles and in ruin. She fills them with the substance she uses to control them, silver element, and turns them into Sange. They are forced to serve and obey her authority lest she kills them by taking back the element and the life force she gave them.[2]

Looker forbids the Sange from associating with the Perdi, which was broken when Deacon began a relationship with Anaya.
Later, Looker was informed that her men captured Black Lightning, bringing him to the basement, where they removed his suit and attempted to torture him through electrocution while questioning him on the location of one of Anaya's children; however, she had received a vision through the element collected by Thunder on Anaya's position on a Freeland's clinic. She then ordered the Sange to kill Black Lightning.[2]

When she arrived at the clinic with the Sange, she found Thunder and the two fought. She was defeated when Thunder threw her into a hook in the wall, leaking her metal element and releasing the Sange from her control.[1]
Looker was one of multiple individuals on Tobias Whale's payroll;[5] she used her powers on FBI agent Kevin Mason to have him arrest Lynn Stewart.[6]
Painkiller and Philky accessed the payroll records of Tobias, saw the picture, file, and pay for Looker and wondered why she was so important to Tobias. It is noted that she is paid a recurring payment of $20,000.00 each month.[5]
After successfully fighting Looker's bodyguards, Khalil confronts Looker, after she lost possession of Agent Mason, and tells her to confess to being a henchman of Tobias; Looker laughingly refuses and tries to possess Khalil. In his mind, Painkiller and Khalil fight ferociously against Looker and ultimately win. Khalil gives Looker half of the antidote to his highly lethal poison and persuades her, with penalty of her life, to surrender.[7]
Powers and abilities
Powers
Meta-human physiology: Looker received her abilities due to being one of the original kids who received the vaccine. According to Anaya, Looker is by far the most powerful being compared to the Sange.[1]
Superhuman strength: Looker had immense strength. She was able to pick up Jake by his throat with one hand.[2]
Eye transformation: Looker's eyes glow silver whenever she uses her powers, though she may possibly be able to control when her eyes glow.
Metallic blood: Looker's blood is composed of a liquid metal-like substance.
Liquid metal manipulation: Looker has the ability to control the liquid metal substance in her blood.
Looker could absorb people's life force by controlling the liquid metal-like substance she filled people with.[2]
Mind control: She filled people with a liquid metal-like substance that allowed her to control them and make them do terrible things. It also allowed them to have the powers of Looker.[2]
Power bestowal: Looker could grant people powers, including superhuman strength and speed, by filling them with her liquid metal-like substance. Looker has only ever given Sange members powers.
Parasitic senses: As Looker controls the liquid metal within the Sange, she can see through their eyes.
Claws: Looker also had the ability to use some of her silver element to elongate and sharpen her fingernail which she could then use in hand-to-hand combat.
Superhuman speed: Looker had immense speed. She was so fast when running into a room she appeared as a gust of wind.[1]
Decelerated aging (presumably): Looker, despite being one of the first kids to get the supposed "flu vaccine" in the 1980s, maintains the appearance of a young woman in her mid-late 20s and has been using her powers for decades.
Abilities
High-level intellect/Master tactician/Leader: Looker is an extremely intelligent woman and an incredible tactician and leader, as she was able to gather an gang of meta-humans to aid in his control over South Freeland
Intimidation: Due to Looker's power, she commands an extremely terrifying presence, instilling fear into enemies and allies.
Expert hand-to-hand combatant: Looker was a highly skilled hand-to-hand combatant and martial artist. She was even able to fight on par against Thunder, an extremely dangerous combatant.[1]
Weaknesses
Painkiller's venom: After attempting to brainwash his mind, Looker was exposed to Khalil's venom to the point of it almost killing her. However she was given a small dosage of the anti-venom rendering her powers useless for twelve hours or until a full amount can be administered by Painkiller.
In Tobias Whale's payroll ledgers, Looker is listed under the code "L-298//01."[5]
Behind the scenes
In the DC comics, Emily Briggs, known as Looker, is a member of the Outsiders with psionic abilities who was later turned into a vampire. She debuted in Batman and the Outsiders #25 (September, 1985).
Looker served as the main antagonist of the "The Book of Blood" arc of Season 2 of Black Lightning.
